Russ Porter BSocSc, MA, GDip(QS), MRICS is Porter PE's Managing Director, and is a formally educated and experienced development economist and Chartered planning and development surveyor. Russ set up Porter PE in 2017 to support professional work around economic and social development across the United Kingdom and Ireland. His 25+ years of working in the planning sector, providing economic development services work for planning authorities, developers and landowners, has enabled him to become an effective authority on planning economics issues, and an efficient leader, project manager and contributor to the Porter PE consultancy practice.
Laura Loveday PRINCE2 Practitioner and Translational Funding Project Manager, is an Associate Director of Porter PE. Specialising in supporting projects that seek to maximise economic and social impacts, Laura works with organisations to realise initiatives through collaboration and partnership. Working with business, government and the third sector, Laura has supported projects in the UK and internationally that have supported capital and revenue funding, income generation, value added growth, social and organisational culture change, evidence based policy making and industry/academia Knowledge Exchange. She is particularly skilled in preparing business cases for projects that have secured external funding ranging the Department for Levelling Up, Housing & Communities (Towns Fund and Share Prosperity Fund), and seven funding councils under UK Research & Innovation.
Tom Marshall BA (Hons) MSc MRTPI is a chartered town planner, and an Associate of Porter PE specialising in development economics. He has provided consultancy support to Porter Planning Economics Ltd since 2017. Before then he spent four years working for PBA (now part of Stantec), and prior to consultancy he worked as a Senior Analyst at Deutsche Bank.
Tom specialises in making the link between planning and delivery, ensuring plans and schemes are considered realistic in market terms, and has worked on behalf of a variety of local authorities, landowners and local economic partnerships.
Stuart Cook BSc (Hons), MRICS, RICS Registered Valuer , works as an Associate of Porter PE. He is a Chartered Surveyor & RICS Registered Valuer with more than 18 years’ post qualification experience in development viability, feasibility and delivery. Stuart has a detailed understanding of market dynamics across all sectors, with a particular specialism in the employment market, and how this impacts development delivery. Stuart advises public and private sector clients on development feasibility, development viability, development delivery and evidence bases to support plan policies. Stuart also acts as an Expert Witness at planning appeals and Examinations in Public. Stuart is a founding director of Urbà, a specialist development consultancy.
